This seminar is focused on the rules and practices implemented by Parliaments to ensure openness and transparency of decision-making procedures as well as citizens' participation in and control over the decisions taken.
To this end existing procedures both in the legislative process and in parliamentary oversight ought to be explored.
The objective is to highlight the best practices developed by Parliaments both in the field of the regulatory standards and in the use of new technologies.
In preparation for the seminar a specific questionnaire will be drafted in order to survey existing best practices in Europe's Parliaments with respect to the different areas covered by the seminar: openness, transparency and participation using web technologies and social media.
